1877; in view also of the international questions involved, and of the proceedings which may ensue in the Imperial Parliament and elsewhere, & feel that I have no option but to concur with the Executive Council that this must be referred for the decision of Her Majesty's Government.
It will be remembered that Marquis Tsung, the Chinese Ambassador in London, in his despatch to the Foreign Office of July 22, 1882, remarked:-
"It is hoped that, on general considerations, Her Majesty's Government will recognize the necessity of making the extradition of criminals from Hongkong as prompt and as effective as possible; and that not only in the interests of China, but also in those of the Colony; for, if for the one it be desirable that crime should not go unpunished, the security and good order of the other render it not less desirable that those who perpetrate it should."
